WTF
Seems my post was deleted, thats fine cause apperently I did not folow the proper route to do what I wanted to do. Can some one inform me of how I go about getting a player baned for his actions in game?

Just don't let it get to you. Focusing on getting one player banned will only fill you with rage and can possibility add to your own toxicity levels in game. Send Riot a note and just breath deeply. It will be okay.
Click report button.
If you feel this requires extra attention send a ticket to Riot.
If You do send a ticket be very specific in what you want to report, be short as you can saying so and try to be polite and not bump the ticket.

TY all for the information but where is the report button? I must be over looking it. I am not filled with rage agaist this person it more Disgust then anything else. Been playing for nearly 2 years and have had ALOT of bull crap tossed my way and i have given some myself. This person just realy got under everyones skin and needs to be dealt with.
