Riot can you remove low priority
When i was going to get in to the game disconnected saying d3dx9_39.dll was missing. When i had fix the problem the game had ended and i got my penalty. Is there any chance you can take it off ?

You aren't issued a Low Priority Queue for simply one instance. This was issued not based on just this game, but based on a history of leaving or AFK on your account. It's up to you to keep your computer, internet, and software running properly to allow you to play League.
I'd recommend talking to Riot Support in a ticket and seeing if they can help you figure out what's wrong.
