Riot, will we ever be able to fix this?

I was having some fun on a smurf account last night. The Caitlin player on the other team started whining about how it was a 3v5, so I sarcastically said, "1/2" (her kd at the time). He then proceeded to start verbally harassing players on our team, and just in general be a "Call of Duty Player." Then, the Gankplank on our team started going through the whole phase of talking shit to see if the other person would back down. I gave them warnings, saying I would have to report them if they kept flaming, but it went over their heads as my message just slowly sinked into the chat log abyss. After the game, They were threatening to kill each other in real life if they ever met, as I was reporting them both. These people ruin the game for the people that love it. I know that you guys have technology to sort through this, well, shit, but we need something better. I would highly recommend redesigning the Tribunal, and putting it back into play. Giving community members the ability to improve the game would be a terrific idea, and we would see the numbers of flamers being reduced and the game just getting a better rep. I hadn't played league when the tribunal was around, so I don't know why it was replaced, but giving power to trusted members of the community would put the social aspect of this beautiful game into a better position.

What can veterans of League say about the old Tribunal system? Was it good, or bad? I would love to find out more about it so leave a comment if you have any knowledge of it.
