Your ban didn't make people to behave at all, it actually make them trigger and they will keep making new account to do whatever they want. So many rage smurfs everywhere. this game is now just piece of crap mixed with sweet potato.
GaleWinUnleashed4 votesUnless the behavior is extreme, a permanent ban usually comes after 3 other punishments. After being given that many chances to reform and failing all of them, the goal is no longer to help them behave; it's to remove them entirely. If they make new accounts out of anger, those will get banned too.
It's a little idealistic, of course, but it's what we've got for now. Feel free to make constructive suggestions for improving the punishment system.

Essentially he was saying horrible things like they should all get cancer and burn in hell. She called him a dumb bitch etc etc etc.

I assumed that happened because she had already been valid reported in some of her previous games and that was just the last straw for her account in terms of when she would be getting a chat restriction. If you reported them then they will get punished in time, but you can also alert them to Riot faster via a support ticket. Note however that someone else acting up doesn't mean that you can act up yourself and get off scott free.
Anyways, to the OP, yes there are people who will always try to make troll accounts every time they get banned, but they'll eventually have to learn that their accounts will just keep getting banned until they either shape up or ship out. That being said though however, those people are just outliers, and there are also people who when they get punished once or twice they change their behavior for the better. Sometimes all it takes is a warning/punishment for some people to learn what they did wrong and work to not mess up like that again. If you have any actual proof that says otherwise though then please feel free to post it here for everyone to see.
Jetjoe1 votesThe system doesnt always evaluate the reports correctly, it can ban people on just two accounts of chat violations. Anyway, what Im saying is, people shouldnt be able to run their mouth in public.
Anyway both of us have learned from that experience, and we dont let riot get the better half, or the abuser, you add the person, and you tell them your real thoughts in chat. Then you dance because they cant report you.

Jetjoe1 votesA response I received from riots support, about someone flaming me in private chat, when I complained, basically surmised to its my decision to add them, and I can easily block the player. Nothing happens.
GaleWinUnleashed1 votesJust because there's no direct report option for private chat doesn't mean you can't be punished for it. Your victim can send in screenshots via Support Ticket and you CAN get a chat restriction for it. Due to it being a matter outside the scope of the report system, Riot will not tell the person whether or not you get punished for it, but they still treat it just as seriously as any other behavioral violation.
No flash no life1 votesBan isn't intended to make people behave to begin with, so they didn't lie. People are supposed to behave from the moment the read and agreed to the terms of uses, and ban is meant to eliminate the account they created as punishment for breaking their promise.
Ideally, ban is meant to remove said players from the community, but as you know that's impossible to enforce since they value their own comfort over the rules everyone else abides and would just make new accounts to find their ways back, which isn't preventable.
