Regarding dodging penalty in ARAM

It has been a recurring issue for a while now, but I have just experienced 14 consecutive dodges in a row during ARAM champ selects. It's really quite ridiculous at times. I think something really needs to be done to discourage people from dodging so frequently in a game mode that results to no significant consequence to their account (e.g. LP penalty in ranked).

The randomness factor causes some players to think that it's better to dodge a bad pick/team comp than to just play the game, consequently causes other players to lose patience in queuing, and eventually influencing more players to dodge.

It's really frustrating to repeatedly queue up and lose your preferred picks because of abusive behavior like this. Is there anything that can be done to mitigate this behavior, perhaps significantly lengthening the duration of dodge penalty if it occurs frequently on one account?
