Why this game makes people frustrating and old player keep losing with time?

I am an "old" player who has spent really long time in this game. I started to play this game in CN server in S2. And after 2015, I have already played NA server for 3 years. It is really frustrating for a player who trying really hard to carry a game and got trolled by "normies" (they called themselves like this). I have to admit that in the past, I would argue with them and kept typing in the game. However, now, I did saying polite words and asked if they could stop typing. But they just keep doing jobs like AFK and Flaming. I just want to ask for a reason. Why the hack the report system is not working at all? Yes, Riot can ban the players who use MMR boosting in the end of season, but why the players who want to win deserve to play with trolling guys? Riot, you guys did really hard on bring the players back to the game, but have you ever really considered about the most fundamental issue that players have already been really tired in this game? Players who want to win, like me, do everything we can in a game. Be polite, be patient, and do multiple jobs (for instance, Mid did sup's warding). But did the trollers really got published by the system? Have you guys ever checked the reporting notes we wrote below? Plz, noticing the people who really want to win, rather than keep releasing new skins, even though every time I buy and collect them :). Everyone has their real lives in this real world, when they spend time in the virtual world and try to win a game friendly with their teammates, why they deserve those shits? Just in my last game which ended minutes ago. Players, including Equilibrium, Furantux, and Longshanx, trolling in the game and AFK. Riot, if you really want to have more players in this game, plz, at least do something, to prevent these trollers in the game. Pls.
