Please submit a support ticket directly to Riot about your experience (include the screenshot) and they will look into it. They can't tell you if they punish the player because of privacy reasons, but you can bet they will investigate.

In the chat, the player being called out actually consented to being exposed on the boards. Does that change how the rules apply here?
