Why do people act like this?

Revealing players on the forums is not allowed, as naming and shaming can lead to witch hunts.

Please submit a support ticket directly to Riot about your experience (include the screenshot) and they will look into it. They can't tell you if they punish the player because of privacy reasons, but you can bet they will investigate.
