talk to a Riot Behavior specialist
Can anyone tell me how can i add a riot behavior specialist to talk to through pm because i don't want to speak publicly about my problem

Best way is through a support ticket (scroll up and click "support"). The first response you'll get will be copy-pasta, but if you reply to that one and ask to be 'escalated to a behaviour specialist' you'll be forwarded to someone who'll talk 1 on 1 with you.
I'm not sure through the boards though... I don't know if this'll work, but lets try posting this: @Riot Tantram. Hopefully they'll find your post and come here now.

You can send a ticket to the riot games support but they cant so much. But if you want to blame a behavioral punishment in a psychical Problem you wont find Open ears. Enough people tried this excuse before
