Toxic?

I started scrolling through the boards in the first time since beta after receiving my first chat restriction ever wondering why i'm such a jerk.

Then i asked myself, is there a better system?

If the community is so toxic, why is the system put in place so easily abused by toxic people? Isn't the system reliant on having players care enough to actually report someone, and people who hold grudges or care enough would usually be "toxic" people themselves, no? some exceptions, anomalies?
