What do you think? should you be allowed to flame the guy causing you to lose the game in a fit of anger? Tell me what you think and why you think that.

You should not be allowed to, no. There is no rule that someone has to be good at League, that someone has to do what you want, that someone can't have a bad game, or that someone can't try out a new character and suck with them. None of that entitles you to be an asshole in any way. EVERYONE has bad games, and League is, ultimately, supposed to be a fun game and a fun way to spend leisure time. Very few people want to be abused during their leisure time, and someone else not doing what you want doesn't give you permission to rage at them and treat them like shit.
I legitimately can't think of a good argument for why this SHOULD be allowed. Free speech doesn't work (private venue, private rules -- perfectly legal), "it's a normal emotional response" doesn't work (since you can have whatever emotions you want, and the only rule is against expressing them in League chat specifically)...
No, doesn't do anything and also equally punishes players who just want to play.
