Report function during champ select.

I know this may probably be considered a bad idea, but I was just in a ranked 5s game that I just had to dodge. I had highlighted chogath to jungle with, but then my bot lane picks chogath and reksai and states that they both need to lose LP. I had dodged because either way I was going to lose LP that game and I could easily deal with a 5min wait rather than however long that game took. Surrendering wasn't an option either as they were duo. I haven't noticed any notion that anything that is said before game and after game is taken into account when reporting a player. Would there be any notion of a report system during champ select for players like these and not have to go through the game in which they are obviously trolling?
