Currently we can report players for unsportsmanlike conduct. However, it doesn't do anything. This means that we can actually do anything in game with no reprecussions. I would like League of Legends to make reportings have similar consequences to quitting a game early.

You don't get instantly punished just because someone tried to report you, otherwise that would create problems with false reports. The way it works is that a report flags a game, so the system checks. It will keep tabs on what games you actually performed an offense, and after an amount it will give things like chat restrictions all the way up to a permanent ban. You may not think there are consequences, but if you take a look at this boards section over a few days you will soon realize that it is a pretty brutal hammer coming down on peoples' accounts.
You are right. This is why people continue to misbehave and trolls are more powerful than ever. The behavior system totally sucks and ends up punishing people who react to trolls harder the actual trolls.
I'm not supporting Rito anymore with RP due to their bullshit behavior system and I'm going to be encouraging everyone I can to do the same. Rito only gives a fuck when it affects their pocket book so maybe it'll be a lesson.
