Is selling of account bannable? if so there is a person selling/spamming he's selling his account in custom games

Yes, it is. Riot owns all content in the client and you're not allowed to sell it. If you need to report someone, you can submit a Support Ticket.

dont need one just put it under general questions and provide the screen shots and name of persons who has sated they bought or sold the account.
