So my friends told me to try out league I normally brush these things off. but I didn't had much to do, so i tried it out got to level 10, and I've honestly given up hope for this community. This game is completely festering with trolls/toxic players making me wish that I never bothered with this game at all. Riot Game(s) should really consider upping their bans to system wide and IP both at the same time like blizzard does, you troll in league you're entire computer and IP gets ban. this will clear off the obvious grieving smurfs and toxic players

Blizzard doesnt give IP bans for the same reason everyone else doesnt..

Because if you IP someone playing at a dorm EVERYONE at the dorm gets banned.

Also smurfing isnt illegal.

I wouldn't let your path to level 10 deter you too much from playing the game, as around 50-70% of the players at that low level are smurfs. The higher level you get in the game, the less you start to encounter these toxic smurfs.

Not saying of course, that you won't see any toxic smurfs. I am simply saying that the frequency of these players diminishes the higher you get.

As for toxic players, there is honestly no way around this issue as far as I can see, anyone can be set off by anything they experience. I have seen players completely tilt off of someone cheering them on.

You also are not going to escape toxic players, no matter what multiplayer game you play. The only true escape is in singleplayer games, but even then you have yourself to worry about.

doesn't make sense, every game community has trolls and toxic players get over yourself and buy stuff from riot. That's all they want although if they ban accounts they should refund them the money they spent on it.

Blizzard doesn't issue IP bans... doing so is pointless with the dynamic IP systems and causing accidental players to be banned for sharing similar connections (e.g. college campuses).

The early stages of creating an account and leveling is absolutely awful -- that much I agree with you on, but your suggestion is not possible to implement.
