need a plan to curve some toxic issues

so far im seeing a trend with players dying one time then trolling the game. Each time its the same thing they run it down a lane to feed and scream in chat . With people having multiple accounts i feel full ip bans should be used to stop people from doing this . I also think there should be a public announcement warning all players about this banning of there ip address if they troll in this way.

Another issue is account sharing in higher elo there is video evidence all over youtube of this happening.
