So for the past year and a half Comcast and League of legends in my area have been experiencing a lot of issues with latency. during the morning i do not lag at all, but at night during a certain time i just start lagging it up horribly. and it pisses me off and i rage and flame. but i didnt even flame that bad and i was permanently banned. can someone explain?

The punishment system works in tiers.
Anything that can get you a chat restriction can earn you a 14 day ban or a perm ban. Extreme cases of toxicity (Death threats, hate speech, trolling, etc etc) and trolling can skip you right up to the 14 day or even a permaban.
Asking for reports is considered toxic, since it only takes 1 report from you to flag the game for review. More reports don't increase the chances for punishment.
