Reporting needs to be fixed
Reporting needs to be fixed because people are only punished for being toxic in game. People habitually flame others in champ select and the post game screen as shown in the above links.

Lobby chat, contrary to popular belief, is actually recorded and subject to punishment.
The belief that it isn't came from the old Tribunal voting, because they weren't presented with those logs (even though they existed). This is because nearly all people that are toxic in the lobby are also toxic in-game, so it usually isn't necessary to pull those logs.
