It is supposed to be though. It is called the Instant Feedback System after all, and usually it bans people only a minute or so after their game.

Anyway to answer the OPs question, going 0/10 isn't actually going to get someone banned.

Correction: it bans people only a minute or so after their account has received enough reports to warrant punishment, or after their escalated behavior has been confirmed. I think that's an important distinction, especially in a case like this, since going 0/10 isn't reportable unless he INTENTIONALLY went 0/10, which is hard to confirm.

the account banned isnt even my main problem, its the fact that he was in my game the next match, i was under the impression you would never play with someone again if you report them

Nope. That would play merry havoc with high-MMR matches. See Overwatch, where one of the world's best Widowmaker players was waiting upwards of 30 minutes for games because so many people had intentionally put him on their "don't play with" list to avoid matching up against him.

All reporting does is flag their game for the punishment system to take a look at.

Banning is when you send a message and it goes to riot. Eventually riot reviews that message/ban (you sent in). If that player does get banned or suspended, you will get a notification saying if he/she has had a suspension.
