Punishment for toxic behaviour is all wrong

So yeah I just played with a guy who flammed the hell out of me in german (I know cause I speak german). He/she also threatend to kill my mother :O I was also toxic since I was on a loosing streak and got appropriatly punished which I dont even mind, but the funny part is whhile I was crying about my teammates being ba and loosing my games he was thretaning my life and he reaceived no punishment at all. hats the deal @Riot

And how do you know he didnt get a punishment? Feedback notifications rarely pop up even when people get punished.

People are punished for consistent behavior. I report x2-3 every game and only see the notification like.. once a month. You only get it if your report is the last straw
