How do I report a player that is account sharing. Didn't Riot recently say that only reports in game will be taken seriously? If I feel the need to report someone who is account sharing, but cannot do so in a game, how do I do so?

It's not that they don't take reports outside the game seriously, it's that they can't dedicate their Player Support team to pursuing reports that are already being managed by the Instant Feedback System (in-game reports). If the issue is serious they'll take a look at it, so submit a Support Ticket if you have to, under the category I have a question > Game & Features > General Questions.
