Is there a limit of what you can say? What's considered verbal abuse? The rules say not to tear anyone down, etc; but I doubt someone will get banned for saying "y'all suck"

You usually get chat restrictions has a warning and if you keep doing it you might get ever more of those or a ban depending on the gravity i think. But Hey, don't tell anyone, but if you flame people in a non-consistant way you will never get banned ;)

General guideline is don't use:retard,%%%%%%,kys,%%%got if you don't use these and don't spam a lot you won't ever get banned
