This games player behavior is an absolute discrace

I suffer from mild autism, it is an absolute discrace that i am called retard in my real life. yet one of the only things that makes me happy and one of the few ways i can escape my own life i am still called a retard atleast once daily. if this is how the league community is going to act then its not something i want to be a part of, the only reason i still play is because its one of the few things that still manage to bring me joy (temporarily) yet it always ends up ruing my day and making me hate myself even more.

You're not alone here. The report system is here to punish trolls like those guys but you also have to do your part. Mute and report them. You'll not always get the notification that they've been punished but they will be dealt with.

I believe that Riot really cares about this issue, but it's not an easy one to solve. They're going to take action when they see reports, but I don't see any way for them to stop this before it happens. Internet trolls are something that nearly every company with anonymous internet communication struggles with, but very few of them, if any, have solved it.

I can't say I'll join you in blaming Riot, but I think it's important to talk about so that people realize what they're doing when they use language like that. The best thing for us to do as players is to change the culture around games.

You also don't know for sure if someone else didn't report. I hate seeing people getting hammered for stuff that isn't their fault (or ToS breaking stuff even when it is their fault). I do not want the distraction nor contribute to the cycle so I keep my mouth shut, mute, but will absolutely report at the end of the game.

If the target of the abuse becomes abusive too, sorry but they're eventually muted too. Inclined not to report it though if I see the obvious bait.

Besides you run risk getting reported yourself if you even say "Reported." even after the egregious behavior. (not knocking it either, it does continue the cycle too)

So all the more reason you may hear silence, but action may actually be taking place. Careful with the assumptions. As others said, only one report is needed and just because there isn't an instant feedback of if a ticket was successful or not doesn't mean nothing's happening either.

If you ever play any other competitive online games, then you'll find that League's community isn't really much worse. Also, if you're getting called a "retard" at least once daily in game, you must be something very wrong.

It's unfortunate, but the word follows the same parallel as "gay", in that it's a school-yard insult. People that use it to insult others are beneath you. Report it in the post game lobby. While I do see it more than I'd like, I wouldn't say I see it every game, or even every day.

Well it doesnt help when the entire game sees it happen and im the only one to report it, i know this because i have asked before for people to report it and they just say "No, dont get so butthurt over it"

Why is what still a thing? If league is fun for you, and it's the social interactions that cause you grief, you should really just start muting all. Just at least try it. I know it doesn't sound appealing, but like many others you might find it to be unexpectedly peaceful and freeing. It frees up so much headspace to just focus on the game itself, and not what other people are thinking or saying.
