Riot really needs to figure out a way to stop punishing players when the client is just being stupid. Not being able to select champions, or just crashing in general, and then not being able to que back up for 30 minutes is INSANE. I don't mean due to crappy internet or a wooden computer either. The client has legitimate issues at times, and then players get punished for those issue.
Some merit to what you say. However, if riot makes exceptions then without fail people will find a way to abuse it.
Most the time, failing to select champs in the new client is due to your internet failing, thus the signals are unable to be sent to to client.
You might want to run a connectivity check and make sure things are working properly.
Whenever they update the clients, or change anything major, I always check things in a custom bot match, just to make sure I can connect and have no troubles with that. Might help you out to try that if you've been having issues.
