Special Icon for New League of Legends players

I am a new player to league of legends. I started playing because it is my girlfriends favorite game and half a dozen times thought I'd never play again because of a toxic player. I've thought about this a lot. I still run into my fair share of toxicity, but I think a simple solution would be to offer new players on new accounts a special icon above their name that wears off after a period of time or a number of games. What this icon means is that the player is new to the game and toxicity to this player is EXTRA bad. When a player with this icon reports a toxic player, it is rated higher than an average report. In other words, being toxic to a new player means a higher penalty. Furthermore, if this summoner honors a teammate, this player gets a point. When a player gets 10 honors (or any reasonable number) from players that are new, they will get an IP boost for a period of time. I think that if you incentivized the good players to remain positive when playing with a noob, and you punish toxic players higher, then it would foster a much friendlier and less toxic environment in game.
