I have (not over-exaggerating here) been in 13 different lobbies and have been trying to find a ranked match for the past 40 minutes, this is quite ridiculous and i believe these people need to be suspended just for ruining everyone else's time
It was legitimate until you said they need to be suspended.

If the same person does that a lot (decline too often or dodge) they do get suspended for like 5 minutes or low priority queue or something. I cannot remember what it was but I'm pretty sure his is it. Correct me if I'm wrong.
