You know why its NOT fine? Because its fucking subjective to every single person in specific. What's hate speech for you, might be 'competitive BSing' for other. Because this game is played over many countries and many regions around the world as such, many cultures. In some countries for example TEACHERS HIT THEIR STUDENTS FOR FAILING TESTS. Something that would be absurd in USA for example, being ok there. That's because the culture is different. Being gay is fine in USA, is punishable by death in some middle estern countries. Taking to russians makes you an international traitor and scum in usa, makes you nothing special in the rest of the world. Having a racist black group is fine in usa, its bad in the rest of the world.

So, once more. Competitive BSing is not fine. Bullshiting and bad manners towards your enemy OR your team is almost always bad unless you are doing that towards your friends and you know they are ok with you doing that. Otherwise, the only thing you are going to do is make the other party HATE you and want to curse you and flame you and shit on you and so on. It gives birth to negative feelings in the people you are directing your "BM" and "BS" towards. And as such, they will likely REACT and attack back in one way or another.
