The "sharing" of an account?
Can someone explain why it isn't allowed for one person to play on another person's account? I don't really see the negative impact of two people playing the same account on League.

Lots of reasons.
Sharing is a HUGE issue for any game that has match making. The 2 people are likely not the same skill level and often very different skill level. So when the better person plays on the account they stomp and win a disproportionate amount of the time messing up those games for everyone. Then when the worse person gets on they lose a disproportionate amount of the time ruining those games.
Security is another huge reason. One guy owns the account and lets his friend play it. His friend does something unsavory because the stakes aren't the same because its not his account. Not only did he cause what ever problem in those games, but now the account is banned and the owner is upset that riot wont unban it because they didn't do it themselves even though they were completely responsible.
On a more business side it is also lets multiple people to get access skins and such from paying only once.
Because this is a free game there is no need to share an account. If they want to play the game they can make an account and play it. But like others have said there are reasons why rules like this are implimented. People could claim that they werent the ones on their account (which could be true) and dont want punishment. Or friends could fall apart and as revenge deactivate the account, or lock the person out of their account. Its better to just make it a rule to not share than wasting resources trying to fix the problem if it happens.
To prevent people trying to circumvent the rules, basically. One guy can just say "But my brother was the toxic one! I had no idea he was elo boosting this account!".
The game is free to play, so there's no loss if you create an account and decide you don't like it. It's not like a console game, where you're out $60 if you don't like it.
