That's what the post-game lobby reporting is for (it's the red exclamation mark). There is no reason for you to request special attention for this.

In actual extremely toxic situations, such as death threats and whatnot, you can submit a Support Ticket here. There is no "report a player" option, you just pick the best you can and it will be forwarded to a Player Behavior Specialist.
