What should i do if i find a guy who is bought/traded his account (or boosting his account)

I played a game and it went well my laning phase but that game turned into lose because my adc had totally fail building order and literally he delt no dmg. I said ok, everyone has bad day or bad game but when i check his match history i saw he losing nearly every game and i checked his profile. His mmr is silver3 (but he is in s2) and he was plat and diamond in the past seasons. This means nothing but if i check monthly mmr lose then i see he fell from plat1 to plat 4 like a shootingstar and his win rate is 25-28% which is increadible low to a plat player (or diamond).

And im curious is there any option to suspect him as a boosted or something? (as i know trading account or boosting is forbiden) but i see these guys daily. (before the flame fest begins i see these guys in enemy team aswell and pretty disappointing playing aganist or with them)

You stop playing league and learn grammar. Someone who is bought/traded his account? Really? Is? Delt?? The game turned into lose? There's more important shit to deal with in your life than your failing allies.

You can't really be certain he's boosting. If he was, it seems like he does so at the end of the season to get the rewards, then eventually falls back down.

Generally, his gameplay shouldn't be a problem to you. If he's good, he'll be gone soon, and if he's bad, he'll also be gone soon. If you see him a lot, it's likely you and have have similar stabilized ELO.

In terms of suspected boosting, I don't think there's a way to send a notice of suspected boosting to riot. Probably just a report with message specifying it, but honestly, do you even care? Riot knows it happens, and since it's somewhat hard to detect with the additional fact that everyone eventually drops back to their normal ELO if they were boosted, Riot isn't really hard pressed to find a solution.
