Ineligible for hextech chests?

I got those 20 minute afk timers about a week ago cuz one of my games went too long and I had class. I think I also had chat restrict for 10 games during the preseason. But I'm not currently restricted in any way. When will I be able to get chests for hextech?

I haven't seen them define it anywhere yet but 3 months without punishment is probably a safe bet.

AFAIK only those with current bans are ineligible. Anybody able to prove/disprove?
