Well of course they learn, silly.
They learn that they'll get punished for, Just Defending Themselves™. After all, the person was 0/15/1 and was flaming everyone on the team, so naturally the right reaction was to say "kys."
You forgot the, "You've got to be one special little snowflake for gettin hurt by words."
(Ignoring the fact that they are aggressive for insufficient reason)
Or the old, "I had one bad game!11"
(Ignoring the fact that we all have bad games, yet don't call the jungler a bleepin trash can for not ganking)
Or, "Context matters! My teammates were harassing me!"
(Ignoring the fact that flaming the flamers is just going to cause a whole lot of tilt and further ruin the game. Not to mention that said players had prior offences to what triggered their perma... And then there's that mute button which didn't see use for some reason...)
I'm pretty sure it's a completely valid reason to be confused when you're punished and the only toxic word in your chat log is "kys". Also considering Riot doesn't inform players of their zero tolerance policy in the ToS.
