Feeding going unpunished

A rioter posted recently that they implemented a system that would help weed out the intentional feeders.

I glad that riot doing this, but so far, i haven't seen any results. I just had a game with a somebody that insta-locked, refused to say where they were going, and then proceeded to intentionally feed the entire game. I reported this person like i should have.... and then I checked their match history. Upon checking their match history I found that they had done this 11 games in a row prior to playing the game that I was also in...

Now, either the system isn't picking up on all of these reports or this guy somehow got through 11 games without getting reported. That seems highly unlikely. I don't know how the system for bans works but i'm pretty sure that reports from 11 games (which is a pretty high number) should have gotten this guy banned. I'm not trying to flame, I'm just tired of these people getting away with wasting peoples free time. Not all of us have hours to spend playing this game every day. The time we do get to play shouldn't be wasted because of one person being destructive.

TL;DR - Feeders are getting away with too many games before the punishment is dished out.

Lyte revealed the instant feeder punishment is being test on live NA servers currently. They are still hand-reviewing the first few THOUSAND cases for anomalies, because that stuff is important, but pretty soon we should see a sharp decrease.
