Are bots fair/legal to use?

Just started playing LoL again (on EUW acct) and noticed some people are using bots that cast some of their spells for them. Example, I Jump in with Kha'zix E and Caitlyn immediately traps my landing location. At first I thought they were just that good, but as I looked closer I realized it was inhuman reaction time/accuracy. Is this normal to run into, and is it fair/legal?

Use of Scripting/Botting/Cheats is an account permaban offense. Pro Players are suspended from all Riot-Affiliated competitions, typically a minimum of 1 calendar year or more for using them.

Note, this also includes if you let someone else use your account (minimum 14-day suspension, last warning for Account Sharing) and they make use of such tools, see above. You share your account, you suffer all the consequences of their actions.

Oh okay. They seemed so casual I was pretty sure it became a thing people do. I reported them but is there any other way to face track them to the watch list? There's no doubt that they were using a script/bot

edit: on second thought he was like level 10 or less so probs not worth. Thanks for the info

No, this is absolutely unacceptable. In fact, you can get banned for using bots.

That why I want Aram-mode be deleted from the game.
