Why is there no champ select troll report option yet?

Title. It's annoying to have to choose two options, play with people who are literally going to troll, because 2 people called jungle(top/mid/adc/support/w.e). Then everyone on your team locks in champs that aren't gonna be played, everyone having smite and ghost. Now I'm left with two options. Leave the game and deal with the queue leaver buster, or just deal with people not giving a crap about the game they chose to play? How is this fair to your player base RIOT??
