If you're intentionally losing games and the system catches you then yes -- you will likely be punished for doing so, since intentionally losing games isn't acceptable behavior.
If you are intentionally losing games, regardless of the reason, it's considered a light form of trolling, intentional feeding, and it's certainly griefing. While it's not as bad as someone who's intentionally feeding, it's certainly not something you want to do. You risk a permanent suspension on the first offence.

The only way I can think of that it might be "ok" is if you got a ranked team of 5 buddies and agreed to surrender every game at 15 minutes, after playing properly the while time.
Not if you're smart about it. The system is easy to avoid as long as you're not blatantly trolling and being toxic in chat
