First time banned is a permanent one
This is my first time banned I’ve been chat restricted for 25 games but never banned. I admit to saying toxic things but shouldn’t it go to 14 day ban to perma?

The normal progression is 10 Game Chat Restriction, 25 Game Chat Restriction, 14 Day Ban, Permanent Ban.
At any point in the process, excessive toxicity can cause an escalated punishment. It's possible to go from unpunished to permanent ban in one step, if the logs deserve it.
You could ask the Support Team what caused the escalation, and ask for a reduction.
/edit Also, earning your next punishment while still under a chat restriction can cause an escalated punishment.

You probably should have realized that after 25 game chat restriction, you are on thin ice.. Never push a system to the limit unless you want to get burned.
What does the ban message say? Is it a behavioral ban, or something else?
