You were AFK (not playing). You've AFKed 3 times in the last 30 days.

Also, you can't just move your champion around to get around AFK detection.

Tell me how an afk penalty generates dollars, I'm confused?

I'm guessing you just got a penalty because you just went through and commented on a bunch of my different posts. If you have an issue with your penalty, you can open a player support ticket.

There are ways to be flagged as AFK and receive a Leaverbuster punishment without physically leaving the game. One of those, as Riot Tantram has already stated, is moving your champion around simply to avoid getting automatically kicked from the match. If you run around in circles doing absolutely nothing useful, sure you will avoid the automatic kick, but you don't avoid Leaverbuster.
