Isn't account sharing not allowed?

It's selectively enforced, meaning you won't usually get in trouble for just letting somebody play on your account a few times. (Mind the word "usually", they can ban you for it either way). The real issues are boosting and account security.

Boosting: Should be self-explanatory. Account Security: If Riot has reason to believe you cannot uphold account security due to sharing problems (typically when multiple people try to "recover" their account from being "hacked"), they'll just close it permanently.

Edit: Oh right, and bought accounts are also usually closed, when it's discovered that they were bought. Don't know if levelling up accounts for money is also punished, but since those services usually also pose a risk to account security and most of the time even use bots, it's definitely likely to get you banned.

That is unfortunate... I have evidence... Even to the point where I spent money on a account but the guy changed the password for it

Yep. I gave Riot the info too. Still can log into the account. But Riot wont do anything.

Only if the person you shared with plays ranked.

I let my brother play to try out new champs/champs he doesn't have all the time.

it would be almost impossible for riot to tell if from the same house, but if they knew you would lose your account.

Not actually true. Back when they posted about their rules regarding boosting a lot of people were scared and would ask questions like "Will I get banned for letting my brother try out a champion" and stuff like that. There was a thread full of people that 100% clearly admitted that they were account sharing.

I have never seen anybody get banned for account sharing when there were no other problems regarding the account (like boosting, or multiple people "fighting" for the same account, each trying to recover it via support tickets).

Riot does not use forum post to prove one way or another, cause it is consider hyperbole. Plus they have no way of knowing who is sharing with another.

RIoters have come on ban cases when the little sibling is toxic, they tried to use the excuse that it was not them. The Rioters' responses have always been; even if you could prove it was not you using it, accounting sharing is against the rules and they would be held responsible for that offense.

The word here in use is proof, not just the meaningless words of a forum poster looking to bait the company.

Which again would be an account with another problem that collides with the account sharing. Apart from that, their general attitude is that they hold the account responsible for the actions taken on it. So it wouldn't matter who did it either way.

I'm aware of the fact that Riot can ban you for account sharing, even if there's no other problem, but as I said, I have not heard of a single case yet where this actually happened. I'm all for explaining the rules to people, but needlessly scaring people by saying things like "if they knew you would lose your account." is quite a different subject.

Edit: It's worth noting that whenever a Red answers the direct question of "Do people get banned for account sharing", the answer usually is along the lines of "You can be banned for account sharing". They never outright state that they actively do ban for it. And whenever people explain scenarios where siblings play on accounts and stuff like that, Riot never says it's not allowed, but rather gives advice regarding account safety along the lines of "you shouldn't share your password with other people".

So, let's actually make this simple: Can you provide a source for your statement that Riot would ban Jhomas if they knew he was sharing?

Edit2: http://forums.na.leagueoflegends.com/board/showthread.php?t=1732818 Took me a while to find one. Most of the time they follow the routine of not actually talking about punishment, but only about account security and stuff... but I knew I remembered some posts where they "slipped up".

Giving information out is not suggested but having someone play on the account for testing purposes [Context: Trying out champions] should be alright. As long as you are not selling the account or paying someone to play it for you, it will be alright.
