They already stated that they won't have anything to announce about the new Runes until likely pre-season 8. I believe Meddler said he'd talk about some more experimental ones soon so your buddy should at least wait and see how the new system is going to play out. Plus they said they plan on compensating the players who spent IP/RP on the old Runes in some way. Seems pretty #BabyRage to quit before Riot has a chance to explain more.

I just thought of something, there are many who haven't bought all champs that actually want a simple full IP refund, although Riot said it would be unlikely. Those who already have nothing to buy though, want other compensations. As there are many different "wants", it is impossible for Riot to satisfy everyone with a single compensation package. However, giving a few options e.g.
A. IP refund B. Summoner Icon C. (Exclusive?) skin D. Crafting materials per spent IP
etc... etc...
This would allow people to pick and choose the package that suits them most rather than just settling for something that may or may not be useful to them.
