Forget reforming. More like conforming. Beauty is in the eye of the beholder and so is toxicity. We can't conceitedly assume that we're the end all be all to what is toxic or good. Something offensive could be funny to some. Save being politically correct for the white house, not our video games. Just thicken your skin, don't be so offended all the time. Mute them. Move on to play the game. It's better to do that than to muzzle them, get revenge on them getting their account banned. The two offences are not equal, I actually find the ladder much more toxic than the former.

You are absolutely correct that bad behavior is subjective. In the case of league, there is a common reference point: the ToU. You agreed to this contract (yes, it is a binding contract). When you violate any contract, there are consequences.

Here's a rough rundown of the rules for the extended cutoff date:

• You are only eligible for the extended cutoff date if you received a Chat Restriction at the end of the season which denied you End-of-Season rewards - players under 14-day ban tiers will remain disqualified for rewards.
• You must reach and maintain Honor Level 2 up to February 11th, after which point, eligible players who reached Honor Level 2 will receive their rewards promptly. (Give or take a few days for the system to deliver.)
• You'll only receive rewards that you would have earned at the end of the 2018 season - so if you ended in Gold, but were made ineligible due to a Chat Restriction, you'll be eligible to re-earn Victorious Orianna (and other rewards) appropriate to your end rank.

The only other detail I can remember right off-hand is that this will be a one-time thing, so Riot is unlikely to do the same thing for the 2019 season.
