In regards to the screenshot you posted, it appears in that chatlog shows other players responding to you, that seems to be odd as chatlogs that we send to players regarding their punishments only show that they have said in their games.
Looking into the past chat restrictions on both accounts, you seem to quickly resort to accusing anyone on the other team who outplays you of cheating and you quickly launch into verbally abusing team members if they play poorly.
I tried looking into your account to see if I could find anything regarding your chat restrictions but there doesn't seem to be anything on your account. Are you by chance referencing a second account?
Please show us your chat logs, there's nothing we can actually discuss without them.
If someone is scripting, report that person for it after the game. If you feel it's particularly egregious/obvious, send your proof to Riot via a support ticket.
Riot absolutely addresses scripting/third party product usage, and for a long time it was the majority of content on the Player Behavior & Moderation boards. It's difficult to see the larger picture because you usually only see the offending player for a single game, but trust me, Riot is definitely punishing people for cheating.
btw, please look up what harassment means. You clearly don't know the meaning of that word.
