In regards to the screenshot you posted, it appears in that chatlog shows other players responding to you, that seems to be odd as chatlogs that we send to players regarding their punishments only show that they have said in their games.
Looking into the past chat restrictions on both accounts, you seem to quickly resort to accusing anyone on the other team who outplays you of cheating and you quickly launch into verbally abusing team members if they play poorly.

I was able to find it, no biggie. Though you were not punished simply for trying to say something. You were punished for verbally abusing, and harassing players in two of your games. As you claim in your post, one of them you consistently attack another player because you felt they were scripting, this is considered verbal abuse and can justify a punishment being issued to your account. On top of that, in your second game you are overly negative and again abusive towards other player's in your game.
If you feel a player is scripting or breaking other rules the best way to go about things is to send in a report without resorting to verbal abuse or harassment. We do punish players who use scripts, other third party tools or exploits that give them a competitive advantage over others. The use of these tools is nothing something we tolerate.

If someone is scripting, report that person for it after the game. If you feel it's particularly egregious/obvious, send your proof to Riot via a support ticket.
Riot absolutely addresses scripting/third party product usage, and for a long time it was the majority of content on the Player Behavior & Moderation boards. It's difficult to see the larger picture because you usually only see the offending player for a single game, but trust me, Riot is definitely punishing people for cheating.

If I DO get jumped on the street, then yes I will fight if I can't run away. But when I said "inside a school" I was referring to being in Riot's servers. You follow Riot's rules and that includes no fighting- doesn't matter who started it. But the "he started it" argument DOES lose traction in most cases. If you are being shot at, then yes that's when it's fine. But getting punched once, and the guy leaves, and you follow him to his house and beat him down- That's one of the many cases it can lose traction.
