Afk/Leaving Punishment

I am confused about the punishment for being afk. I was playing a game with my friend. He had to leave so he left the match and my WiFi died so I restarted my computer. When I clicked reconnect on league of legends. It says leaving is a punishment, and then once i went to the lobby, it says I needed to wait a 10 minutes which I was confused about since I could've played it's just my WiFi died. Please add something that could detect network crashing since I unintentionally went afk.
