Yes but it takes like a year of active playing (not a confirmed number just an asumption from seeing a lot of posts).
I get where you are coming from. You don't need to be riot's bitch just tone down your attitude.
The current estimate is about 3-4 months of relatively average game frequency (and no toxicity) for an account to drop down from the "next ban is a permanent one" tier. After that you can drop down further (all the way to a fresh account), but be aware that you'll need to be EXTRA careful about any zero tolerance policies like racism or encouragements to self harm -- even if you've dropped a tier or two those can still escalate you to a permanent ban.
