Honor Questions and PBE Questions

Hi! So I was wondering..how exactly does honor work? I have been honor level 2 forever and I usually get a lot of honors and I'm not toxic at all. In fact, I usually just mute people that bother me so I don't lash out. How long should it take to get the next honor level? I feel very very left out :/. Also, I see that I need honor level 3 to apply for a PBE account (which I would LOVE to do since I am also starting streaming and youtube and I think it would make for some good content) but I can't seem to get honor level 3 no matter how hard I really do try! It is so frustrating. And is there a possibility of getting a PBE account even though I am not honor level 3? I know it says you have to be but it doesn't make sense that I haven't gotten it yet. I really really really hope I can get on PBE before the window closes. Any help here is appreciated (especially from a Rioter), thanks!
