After Game Toxicity?

How do you report after game toxicity? I reported the player but I am not sure the chat is monitored. The image i linked (with name of offender blocked out) shows what was said. He was quiet throughout the game in /ALL chat.

The chat went something like - Teammate - Veigar carried that. Enemy - yeah sure Me - Yep Bad guy! - youre shit %%%%%% Me - oh he did lol Bad guy! - kill yourself

Also.. is SPAM pinging considered toxic behavior? I swear it tilts me off the planet for a teammate to spam "Enemies are missing" on top of my champion, especially if I'm fighting.. It happens very often. Not only is it useless and annoying, it's also very distracting. Muting a player does not mute their pings, unfortunately. I find it abusive, but am unsure if I can report it as harassment.

Please advise on both subjects?

if it feels like you are being harassed it is harassment report as such

after the end game report screen, if someone adds you and they openly flame you screen shot, open a support ticket copy paste logs to rito support

Hes probably gonna get perma. Riot doesnt let racial slurs slide.
