This player is a serious troll, you can see from his statistics he is just playing league of legends in order to make fun and ruin other peoples day.
He basically mains anivia
and uses his w in order to block you and let enemies kill you.
I would be glad if this player got banned from the game since people like him are really inappropriate and shall not be playing this game.

I understand that you are frustrated, I hate players like this one too. However... naming and shaming is not allowed on the boards. You should remove the link and summoner name from this post before the moderators remove your whole post.

They will investigate and take action if they deem it necessary. They will not be able to tell you if punishment occurs, because that would violate that player's privacy... but you can rest assured that if the player deserves to be banned then Riot will most likely do so.
