what happen if i Got 14 days suspension twice
Soooo its my second time getting a 14 days suspension what does it mean? is it a perma ban? or another 2 weeks suspension to reform?

You probably had enough time/games played with good behavior to go back down a tier. So when you broke the rules again, you were at 14 day ban again. Pretty rare but just be careful cuz once again, you're at risk of a permaban.
In theory your imminent permban slowly decays over time if you show good behavior, but if you get punished again any time soon, it will be a perm.
It could be escalated, some people have delayed punishments where the 14 day ban turns into a perma once they review it.
