i mean thats pretty rare even if they do ban you considering how if thats all that took 90% of the league population would have been permabanned by now

I didn't have time really to answer this properly. You can technically get banned for both. It's also a matter of whether people report you for it, which most won't. That being said, there probably have been bans people have gotten for it, but in extreme cases where they used them excessively

Again, what's the point? Telling someone that they're bad doesn't make them better. Constructive criticism is the only way to help a player improve.

If what you say and/or how you act is not conducive to helping your team win the game, then it's probably against the summoner's code.

Saying it once or twice? Probably not. Multiple times though and on a frequent/consistent basis? Most likely, yes.

The name of the game is to not harass people.

Outbursts of negativity, without hate speech or calls to suicide, are generally forgiven. Ongoing negativity becomes toxicity, and THATS what the punishment system tries to stamp out.
