What's the point? Just mute them.

Again, what's the point? Telling someone that they're bad doesn't make them better. Constructive criticism is the only way to help a player improve.
If what you say and/or how you act is not conducive to helping your team win the game, then it's probably against the summoner's code.
Saying it once or twice? Probably not. Multiple times though and on a frequent/consistent basis? Most likely, yes.
Banned? Likely not. Punished? Probably not for that single instance, but if the player consistently does it...
The name of the game is to not harass people.
Outbursts of negativity, without hate speech or calls to suicide, are generally forgiven. Ongoing negativity becomes toxicity, and THATS what the punishment system tries to stamp out.
