Why don't I get punished properly?

This is like the 3rd time my honor rating has gone to 0 this year without a word. No notifications, no chat restriction. I just find that my honor level has dipped. It can even happen when I haven't played any games in a while, simply logged in (which was the case with the 2nd I think, definitely not the latest). I will admit I blew up on some people the other day so I can see why I would get chat restricted, but... I didn't. Honor level just dropped. Is this why there are so many scumbags that tilt me to no end until I take it back out on them or some other mild offender? Does riot simply take away honor X number of times without actually doing anything? I mean honor 0 means no rewards at end of season, yeah? So after the first time, it really doesn't make any difference to me if you drop it again. I get honor 5 it doesn't change anything either, because I won't get honor rewards either. I have 0 incentive to change for better or worse as terrible as that may make me sound. This system makes no sense.
