Permabans being lifted on January ?
So I just heard a rumour about permabanned accounts having the bans lifted to evaluate reforming. Is that "20 level" system re-applied?

That would be news to me.
You probably misunderstood what's going on with Tyler1. Apparently, Riot has agreed to lift the indefinite ban - which is different from a permaban - as long as he met certain criteria:
- He listed all the accounts he's been playing on.
- A Riot review of those accounts in January revealed no toxicity.
Even is the indefinite ban is lifted, he's not getting any of the permabanned accounts back.
